Puffer?

found this at hillaries a few days ago...... wondering either a boxfish or sum sorta puffer?

its a female Shaw's Cowfish (according to sea fishes of southern australia)
theres always heaps of them swimming around at the base of the rocks at hillaries

not good!!
i've caught a few of them , incredibly hard body, it's like a brick , you would think whoever caught it would have put it back unharmed. cheers
