Maybe just replace with stainless bolts to fill the holes. Just use duralac or marine sikaflex (available in white or black) to seal/prevent electrolysis. You could get the mushroom type Phillips heads which would leave a nicer round profile considering they're ontop of the gunnel.

its a 2 part sort of epoxy for ali. I bought some for a little repair

In the hull, worked a treat. Not cheap tho. I have a fair bit left over

That I will struggle to ever use.

If you want a bit for free flick me a pm.

 Wouldnt stainless steel

Wouldnt stainless steel screws/bolts into ali cause corrosion or is that just mixing them with ferrous metals?

I would think either kneadit/quicksteel or plug weld if the holes are too big
