i read all the time that frozen tailor makes bad eating for human consumption, but would they still make a good bait for beach fishing?

Not really mate, it depends
Not really mate, it depends on how you use it tho. The flesh goes very soft almost mushy.. so fillets baits are out of the question, but you can use them whole or in halfs. I used to keep a few frozen choppers for when the storms would come through and use them on nights when catching fresh bait was impossible, but i have only ever landed one mulloway on frozen tailor the rest took fresh baits,i think if you have to use frozen baits yellotail or scalies are the go.... but fresh or live is definitely the go if you can help it.

yep, not great bait once
yep, not great bait once frozen. Exception is maybe the head and guts. I sometimes eat the fillets fresh but save the head (gills left intact) and the guts. Heads make a nice bait for rays and sharks and the guts can be wrapped in other fillets or in squid and then used for bait.

Balloon Bait
Frozen tailor are dynamite for balloon bait, just make sure you plough the keeper hook upwards thru the head to keep the mouth closed.
