Unfortunately its not quite correct.
Its up to you to prove you aren't guilty of the offence (yes this is contrary to the basic concept of innocent until proven guilty but its the way the system re traffic fines is set up).
And do you really want to rely on so many others doing the same to clog the system, given this will likely not happen and you will end up in court and cop an extra fee for the privilege if you lose.

The more idots
The more idiot drivers (speeders, texters, drunks etc) they can fine and deter the better. I wish they would quadruple the penalties .

Anybody can write
something on an obscure website, claiming to be an ex-cop named Stan, and tell us that we can get away with breaking the law. If a REAL cop with a traceable badge number goes out on a limb, now THAT would be interesting! But hey, if it's on the net it must be true!

His theory probably has a
His theory probably has a 'little' merit but realistically unless your making the challenge once the system is clogged (and even then its only a matter of time) you will get your date in court.
Then when you keep delaying the matter and asking for adjournments - well eventually this is only going to piss off the magistrate (when he see's your just wasting HIS time) and then do you think a pissed magistrate is going to do you a favour. Don't think so.
Has (ex)officer Stan challenged any fines recently or is he prepared to go first.

If you waste police time and
If you waste police time and it costs them thousands more than your fine was anyway, who ends up paying in the long run?
