So if you catch a cray on a line, as I have done surfcasting north of Leeman and it is within the cray season (or outside for that matter) and legal size, can you keep it if you don't have a current cray fishing license?

You can not have it legally in your possession if you don't have a licence. If you were picked up and inspected while on the trip you would be in the poo.

Extra fine as well if you were caught with it out of season.

You could probably even get done if it was in-season and you held a license, technically thats an non-approved take method (barbed hooks).
