Most sambo jigging is
Most sambo jigging is usually done over summer as they aggregate in structure out in the deep (like wrecks and barges). Pretty unlikely a charter would go sambo jigging at this time of year. You can still get sambos out of season if you know where to look, or demersals if you use the right jigs and appropriate actions (and right spots again of course). I doubt many charters would target sambos out of season though.
Though Mills charters often fish the barges rather than the reefs and get sambos, skippy, snapper, mulloway etc. All eat jigs (well, the first 3 at least, not sure about mulloway). Should still be some amberjacks on the barges now too. So if you bring some jigging gear and they let you, you might be able to get a fix. I'd probably downgrade gear a little, i doubt the average size is like in sambo season (that being said there are some biiig amberjacks around occasionally).

Charters!
As for Christmas Island, i've heard all good feedback about Rockys Christmas Island Charters....... http://www.shorefire.com.au/
Locally, Al Bevan (Shikari Charters-Freo) specialises in that area in particular but lack of bums on seat/sambo numbers/winter conditions means not to many charters. Always worth a quick call however!
I know Tony Basile Ph 0419 045 221 (Nebraska Charters) - Freo- still does "wreck" charters (sambos etc) and has inside lumps for sambos also. Providing he can get the numbers, he can normally get punters onto sambo even in winter but other reef fish inbetween also!

Apache
Apache charters out of freo is really good. i have been with them about 4-5 times and we always get big pinkies, massive sambos and sometimes dhuies, grey banded cod mulloway and well anything there is out there.
