skippers ticket question.

just looking for an answer. its something iv been wondering for a while. Is someone who doesnt have a skippers ticket allowed to drive a boat if someone else in the boat does?

As of 1 April 2008, every skipper of a registrable, recreational vessel, powered by a motor greater than 4.5kwp (6 hp) (RST vessel) will be required to hold a Recreational Skipper's Ticket. Further conditions are specified in the table below:
To operate a vessel with a motor 4.5 kwp (6 hp) or less, a Recreational Skipper's Ticket is not required.
Age Group Requirement
Under 10 May not operate any vessel
Over 10 May operate a powered recreational vessel if the motor is 4.5 kwp (6 hp) or less.
To operate an RST vessel a Recreational Skipper's Ticket is required.
Age Group Requirement
14 – 25 Must obtain an RST by 1 April 2007.*
Under 16 May only operate a vessel during daylight hours and at a speed less than 8 knots.*
Over 25 Must obtain an RST by 1 April 2008.
NOTE: * A person aged between 14 and 16 cannot be in charge of an RST vessel unless they hold an RST.

Yes you can drive a boat
Yes you can drive a boat without a RST as long as someone onboard does have their RST and i am guessing the RST holder would have to be in a sound state to be supervising the non RST holder, because even if they arent doing the actual driving they are responsible.

Buz has got it nailed, even though someone else is at the wheel , the one with the RST is responsible for all on board.

This reminds me of the comment my instructor told me when I finished my course "now you're liable". I asked him what he meant. He said anyone going out on the boat will need to be inducted ie shown how to use all the safety gear etc. Because if something goes wrong out there and you didn't, your ass is going to jail.

im 15 and gunna get my ticket
im 15 and gunna get my ticket soon, just wondering how hard actually is it to get it, im guessing the test will be piss compared with me extension maths at school. Only thing im worried about is the practical. But im guessing it all depends on the instructor, like if you get some arse whose gunna make you do everything exactly how he ants it done etc..
Fishing and catching are two different things. But i want to learn how to catch.

its easy as to get
very easy to get.. the practicle only requires you to do it correct once. could mess it up 5 times but youll keep doing it until its done right.. its almost impossible to fail.

To lose your RST you have to be caught committing the same offence three times within a certain time frame unlike a commercial ticket where it can be taken off you one the first occasion.

This has been tested in court
This has been tested in court recently actually - someone without a skippers ticket driving the boat but about 6 others onboard all had tickets. Charge was thrown out law clearly states as long as 1 person has one thats all that matters.

As Buz and carnarvonite have said, it's important the skipper is aware of his responsibilities if he lets someone else drive the boat.
If I have people come onboard my boat for the 1st time I make a point of telling them how the epirb works, where the life jackets and flares are and what needs to be done in an emergency. I've had people onboard in the past that think it's all wank! they don't get invited again!
If you spend a lot of time on the water you know how quick conditions can change!

More answers giving more questions.
If a group of guys go out, and they all hold RST's, and if something goes belly up, who is going to get the pointed finger ?
Does the owner of the boat become the skipper by default?. If its a hire boat, is a skipper nominated on the hire contract?
If you are out there, and are not happy with the way the skipper is handling the boat, can you intervene, now the issues of friendship, the legality etc etc come into play.
If the boat you are in, hits another boat, do the skippers on this boat share the blame? i.e. you knew that a problem existed, but you failed to act?
