I suggest
Any of the daiwa gen black rods are good bang for buck
and reel wise the new shimano saragosa sw series are pretty hard to beat! The smallest they do is 5000 though

The ci4+ always feels a bit
The ci4+ always feels a bit flimsy to me. I have a 5000fj which is a fantastic reel and rock solid. What are you going to be chasing with the reel?

Thats a tough choice
Yep thats a tough chocie. The TD Sol II 4000H has the mag sealing but weighs in at around a hefty 400 g, excellent retrieve rate of 109 cm.
Whereas the Stradic 4000 Ci4+ is only 255 g, retrieve rate 93 cm.
And the Stradic 5000FJ weighs 304 g, retrieve rate 104 cm.
You might also consider the Shimano Rarenium Ci4+ 4000XG , 240 g and 99 cm retrieve rate.
They all have similar 8-11 kg drag.
Good luck making you mind up on that one !

Recommend for what?
Really depends what your doing with the combo? both are good mid range set ups but I assume your going to be out of a boat only...being a Daiwa fan its fairly easy which one I would stick with but then again I did torment a Saragosa until I broke it which Shimano repaired and sent back so i could do it some more...
Horses for courses mate.

For me it would come done to the guides on the rods .Don't like the micro guides on the gen blacks
