just my opinion but looks like reasonable fish over fairly hard bottom. Plenty of red showing up above the sea floor bottom tells me there is more to that than just bait. I would just be praying it ain't a school of sambo's instead of some tasty demersals.

 

again, all just my view on it so no offence to anyone
