Any conditions are worth a try, I've had some hot tailor sessions when you'd least expect it. Best morning conditions IME though are high tide peak right about sunrise with a moderate to strong SW wind & a swell over 2.0m. Being overcast seems to be good to but I havn't drawn any definite conclusions on that yet.

The coditions i have found
The coditions i have found best are high tide 3o mins before and 30 after , light sw or light easterly , swell over 2.5m and deep washy holes in the middle of the reef. When searching for them look for "undecided" water that is very aerated and lightly cloudy on reef holes , deeper the water the better and just cast away , try to also have a selection of lures cause somedays they just wont hit surface lures no matter how much you try or even moving stickbaits , but this is when lures like hyde shallows , ima sasuke and daiwa morethan x-cross come into there own as they are a sub surface lure that can almost be worked at a stand still.

Tailor
As mentioned by previous posts, def a good high tide in morning and a mild breeze helps. Ive found that cloud cover in the morning usually extends the time at which they are on the chew.
I also believe that chop is just as important than swell when going for most fish in the mornings. I always have my best sessions when swell is only a few foot, which prevents weed and silty water, but a bit of surface chop which must serve as a bit of cover for predatory and omnivorous species. Just my two cents, hope that helps!
