Best light casting rod?

Hi all,
Looking for a spin rod for whiting on flats. I will be mainly using hard bodies (stickbaits and poppers) and occasionally soft plastics. I want a rod that can cast light lures (5 gms) a long distance. So probably something 7 foot or longer and no heavier than 1-3 kg. Budget is $400 but no need to spend that much if its not worth it.

Doesn't have to be a long rod...
...if you've done any of this type of fishing in the past you'd know that you're mainly casting with the wind anyway and even 2-3gm lures will go more than far enough.
I've got a couple of perfectly good 1-3kg, seven footers but don't use them much anymore because the extra length makes it more difficult to impart the right kind of action on the lure...tip down, constant wrist flicking to "walk the dog". My go to rod is slightly less than 6 feet and I haven't looked back!

13 fishing omen black 6'10" between that and my fluger patriarch 7" popping for whiting this year, the omen won hands down so light and responsive and not too hexy either, tee it up with a 1000 stradic ci4+ and some 6lb nanofil you will hit the whiting from a mile away.

Got a daiwa Laguna 7' 1-4lb
Got a daiwa Laguna 7' 1-4lb and it's a great rod for te price. Casts nice small lures a mile on a 1000 sized reel and 3lb fireline and have knocked over small salmon, skippy and tailor to 40cm and bream over 35cm and well as slaying the herring, whiting, etc.

As above, for the price, you couldnt beat a 13 omen black.
Lots of different options length/weight wise.
would probably go the 7'2 option 2-8lb

NS Black Hole Hurricane
Ive got a NS Black Hole Hurricane Bass micro 672ML and would highly recommend. Its 6'7 and 4-8lb and light as a feather.
The micro guides make easy work casting small poppers/sticks for whiting and its the best rod ive used for casting 5g twisties.
Paired with a rarenium 2500FA and 6lb its my favourite light combo.

Now this is my little beast combo that I like best. Samurai Reaction 7', 1pc, V/fast 2-4lb, matched to a Sustain 1000. This is so light and cast little whiting poppers etc with ease.
Despite being fast I have no issues with imparting walk the dog with this. Just love it. Also have a slightly heavier version with a 4000 Sustain for slightly bigger fish.

With that info you dont need to go longer than 7ft and anything longer like say 9ft is way to heavy and stiff for light lures.
A 6'10 or 7ft tippy 2-4kg rod will cast light lures/poppers/stickbaits etc a good distance.

Another option you could
Another option you could consider is some of the shorter seabass rods.
I really like the Yamaga Blanks Early Plus series that's just been released a couple months back (replaces the Early). You could look at the Early Plus 710X or the Yamaga Blanks Ballistic 73 which is also excellent, but more expensive. The thing only weighs 90 grams!

I've got a 6'6 Shimano
I've got a 6'6 Shimano T-Curve 1-3kg with 1000 Rarenium and a 7' Daiwa Drunken Monkey 1-2kg with 1000 Rarenium. Love them both and I rig up the Daiwa with my poppers/surface walkers with 2lb leader and the Shimano with minnow divers/soft platics with 6lb leader and alternate between the two depending on the mood of the fish.
