Closure excludes September/October school holidays

Is it just me or is everyone confused. The new rules state that the closure EXCLUDES the upcoming school holidays but what precisely does that mean as Private Schools have a different commencement date of holidays to those of Public schools so when precisely can we actually fish.

As public school gazetted dates are Saturday 22 September to Sunday 8th BDI

And that was where I looked
BUT it clearly shows under Seasonal Closures only that it excludes the school holiday period with NO dates actually shown .....I wonder how you would stand at law .....I think there is a massively strong argument that as kids don't go to school on Saturday then you can indeed fish from 22nd .....how about we all go out on 22nd and if anyone is charged commence a class action

Lancelin has been dead every weekend, no boat trailers on the beach even when the weather is fine. Most the local fishers have taken off up north on holidays too.
