Looks like it would work well to remove most of the floating crap people leave in the water.
It says it uses a submersible pump that keeps the water flow going so obviously needs to be powered which is no problems at a marina or jetty which is where a lot of rubbish would come from.
The rangers while theyrr handing out tickets? Hey i reckon the volley sea rescue guys would be happy to do it as a community service in the metro area.
Not sure of the power required but perhaps the next step would be wind / solar powered pump?
It would make sense that the marina staff would look after their ones and I can't see why the local government staff can't empty the bags during their regular rubbish runs along the coast which empty the bins on and around the jetties anyway. This could potentially reduce the amount of rubbish washed up on the beaches which makes everyone a little happier.
One problem with this idea is that although it could work reasonably well in a small calm water area where natural water movement is at a minimum and there is a corner where shit collects.....in most areas around here there is just way to many influences that would make this device pretty much useless. Like wind, tides and swell which push the rubbish around and eventually wash up on shore or out to sea anyway.
It would have to suck a hell of a lot of water to overcome these factors and only catch what actually floats right into it.....a bit like tying your landing net to the side of your boat and driving around !!
The WA Government... and placed in the corners of Elizabeth Quay. A square gap on a river bank isn't natural. .. even though the bank is reclaimed land. The corners will catch that much refuse they'll be emptying them on the hour.... as the bell tower rings!

Pretty Clever , scratching
Pretty Clever , scratching my head as to how the internal bin water level remains lower for continual water flow in .. on a winner it would seem

Agreed, if that were to be the case. But we all know the Govt will not invest in anything before consulting with the bean counters.
