Yep, I've done it a bunch.

Barramundi is a common fish used for fish leather because of its availability as a commercially farmed/processed fish, and the larger flesh pockets which hold the scales compared to some other fish - it looks more like fish leather if you can see the where the scales were (obviously shark and ray skin is a very different looking product). Barramundi skin is usually put into a tumbler with an agent that softens/releases the scales and they fall out. The scales are then collected, and apparently they can be used as tiny fake flower petals, or something.
The scales are the fiddliest part - fish fillets are much easier to skin if you don't scale the fish first, but, once you've just got a skin, its tricky/time consuming to scale without tearing the skin, but, once you've got a nice clean skin, and removed as much flesh as possible, the best way to do it is to just get a small chrome tanning kit. Chrome tanning gives a more flexible, supple leather (as opposed to hard, tough vegetable tanned leather - think leather jacket versus leather belt). The downside is that chrome tanning dyes the leather blue/green. You'll need to dye/bleach the leather to get it to the colour you want.
Its surprisingly quick and easy, and the leather is surprisingly strong. I read once that in terms of strength to thickness ratio, fish leather is second only to kangaroo leather. I don't know how they measure that / who worked that out, but from my experience it seems about right.
