Is it illegal to burley for sharks from a boat?

I was talking to an experienced boatie about my plan of a boat based shark session involving copious amounts of burley and he reckoned it was illegal to berley with the intent of attrracting sharks, at least within a certain (very long) distance of shore. Anyone know anything about this? It's the first I've heard and I don't want to end up on the wrong side of the fisheries dept.

Why would you want to burley???? Just go out with the intention of targetting snapper!!! The bloody sharks WILL be there then!!!

From what I have heard you have to be out a certain distance from shore and you are not allowed to use chum eg blood and red meat

Fisheries Rule Book
I've just looked through all the information available on the fisheries website and in their online brochures and the only reference I can find restricting the use/type of berley is within the Cottelsoe marine reserve area where it says the release of blood or offal is prohibited. That implies it's anything goes everywhere else. Does anyone know where any other restrictions are specifically mentioned?
