Don't think that will ever happen in WA
A while back there was a push to have professional craying within 2 NM of the low tide line in the metro area banned.
The idea never even got onto the ministers desk.

Those sort of issues, and also the one for no pots near surf breaks down south etc I think are much better if worked out directly between the Associations.
Sometimes it is preferable for the fishermen to agree to such a restriction without legislation rather than put into law.

Revenue
State Govt gets more revenue from rec fishers licence fee, boat and trailer regos than they do get from the pros, even though their annual licence fees are nothing to be sneered at.
Like the argument the pros put out, 10% of the population go rec fishing and want more of the total catch at the expense of the rest who like a feed of quality fish and cannot for some reason or other catch their own

That argument doesn't work for crays, that's for sure. Wouldn't imagine 90% of the population could afford a feed of crays at current prices.

I know nothing about PPB but it might be a good thing to boost the 'biomass'.

Supply and Demand
The general public suffer high prices for crayfish due to the high demand from overseas markets.
Ask yourself a question and be honest with the answer, would you sell on the local market at say $15 a kg when you can get %65+ the exporters are offering, I know what market I would sell to. So you cannot blame crayfishermen for that but this isn't about them, this is about small family businesses that scratch a living netting mullet, whiting, pilch and bait for the local market for everyone who cannot catch a feed for themselves.
The state Govts won't touch the crayfishing industry as many members hold very profitable shares in the companies that do the catching and exporting and that would hurt their own pockets
