Number of rods allowed on beach?

Just had a refresh read of the recreational fishing guide.
I just wanted to make sure im not breaking any rules, say i take 3 fishing rods to the beach but i am only ever using 2 at once, is that ok?
And if it isn't.... what if the bloke next to me in his 4WD has 5 different outfits in his car, but they aren't physically on the beach, is that ok?
just a thought.

Lines in the water
My interpretation is you can only have 2 lines in the water and they must be attended. Other rods not being used are fine

2 lines only applies to shorebased fishers.
