Outriggers

I was buzi surfing the net looking for what type outriggers to buy size and so forth for my boat when I stumble upon this pic of this lady holding a some sort of cazoom-pipe-finger-majing that I never saw before not only that what does it do and how does it work with an outrigger.
Any ideas from anyone?
Maybe it's a trombone?

its a tuna tube mate, designed to hold a tuna/mackerel etc alive ready to use for live bait for that big billy
