River Pinkies?

Few weeks ago I caught this Lil baby pinkie in freshwater bay which surprised me, does anyone have any stories of pinkies being caught in the river? Or do the babies just swim upstream and leave the big ones?

Just little ones
I have caught a few juvenile ones downstream and have seen reports of people picking bigger models up in the deeper spots around the river. Nothing legal though.
