Sorry about that but there are massive differences in standards from one mob to another. However, you can't go wrong organising it through your local sea rescue group, although iana's post seems to indicate that might not be handy...
go into your nearest sea rescue group. the money you pay goes to them and not in someones pocket. did mine through rockingham and cant fault the course.
I would advise to stay well clear of Perth Boating School i'll share an experience with them.
Upon returning to Palm Beach boat ramp i held of a bit as a bloke was launching on his own so we thought we'd give him some space and we just waited. He lanched and tied straight up off the trailer.
We watched him park his car and start to come back then went bck to his car and drove off. He came back after about 5 mins and then walked over to the picnic gazebo.
This was the point my patience had run right out.
I had my son move the offending boat and i walked up to have a quiet word with him and get my trailer.
When i got there to have a little chat he was sitting with one of the "Highly Qualified" Perth Boating School employees completing his skippers ticket theory. I then explained the error in his launching technique leaving nothing in doubt as to what i thought of it.
The Perth Boating School person just sat thee and said nothing. I checked and launching and retrieving is supposed to be part of the assessment but not this day.
I would not reccommend Perth Boating School for anything especially how to safely operate a boat!
I know nothing about Perth Boating School, just I had a look at where Yanyan lived, and suggested the most convenient place I thought he could get his ticket.
Thanks for the reply Yanyan.
It probably depends more on the student as to whether they become good skippers, knowing the basic rules and boat handling and getting a skippers ticket, and then after that the learning only just begins. Its up to the individual if they continue to study up on the rules and practice different situations, as in one of the posts about a close call, there are still rules to be nutted out.
Best of luck where ever you go yanyan.
Getting a license won't remove assholes unfortunately.
i think that the company referred to above was working out of Woodmans Point on Friday. If the way he drove his car is any reflective or the way he drives boats, I will stay clear.

You're along way from the sea.
But traveling down the Albany hwy which becomes Beelier drive, you're at Henderson.
PerthBoatSchool.com.au run their sessions there. hope that helps.
