Swan River moorings

This is just a hypothetical question. There is a lot of controversy as to whether you can sell a mooring in the Swan river.  Why do you need a mooring ?  If you have a huge anchor why can't you just anchor your boat ? I can't find any legislation that says it's illegal. ....of course you would need to consider the location. .....

 DPI normally has each bay

DPI normally has each bay gazetted as a mooring area and in most cases there's legislation preventing new moorings from going in. As for throwing an anchor in I'm not sure, although I doubt insurance would cover your boat.

some insurances have an extra

some insurances have an extra excess ($5000 I have seen) if your boat is damaged while unattended at anchor.

Pretty sure its not illegal except for certain parts where cables are laid and navigation channels of course.

Moorings are secure due to using 3 anchors, so when there is a wind change if swivels, whereas your boat anchor pulls and resets each time the wind changes direction-a risk each time that it may clog with weed etc and not reset.
