Tailor and Salmon not biting for me

I'm having no luck trying to catch tailor and salmon on my local beachs and i've been using everything from metal slices to herring fillets.
HELP ME!!!!

Tailor and Salmon

I've been fishing Mainly around City Beach on the Groyne from about Christmas up to now every few weeks. I have been using mulies on ganged hooks, Metal slices, poppers, herring fillets and soft plastics. I might start trying garfish on ganged hooks but apart from that I have only ever hooked up 3 or 4 times in the 20 times I've fished for Tailor and Salmon and I've always lost them.
