...is the size limit for WA. Biggest WA fish I ever heard of was around 12 kg at Dirk Hartog Island. Underwater World in Hillarys supposedly had one in their main tank for many years, 15 kg.
Largest one I ever heard of was 42 pounds, caught by commercials in the Canary Islands. The north american version (bluefish) can get up to 37 pounds.
and above would be rare just about anywhere you go, although your chances of such a fish would improve dramatically if you went to proven big tailor hangouts, like DH Island or Kalbarri. These bigger fish more often than not come from offshore reefs, preferring the breaking water to help them hide and ambush their prey.
45cm would be pushing a kilo, I would think (never actually weighed one)

tailor are called bluefish in africa or elf, they have been reco
recorded up to 18kg in africa and are caught as deep as 60m

they can get caught at 200m deep but thats off the continental shelf and they r spawning.
