The guide says any inland water, river, or tributary. 

The estuary at Mandurah is tidal salt so not an Inland water.

With the help of Recfishwest I did some digging for the actual legislation on this and here it is in full:

Prohibition on taking fish

2. All persons are prohibited from taking any fish whatsoever by means ofspearguns, harpoons, Hawaiian slings, and all other pointed instruments in waters specified in the first schedule excepting that the species listed in the second schedule may be taken by means of handspears.

FIRST SCHEDULE

All rivers, streams, brooks, together with their tributaries and effluents and dams within Western Australia.

SECOND SCHEDULE

Estuarine Cobbler (Cnidoglanis macrocephalus).

 

I'm not entirely sure how an estuary fits into that First Schedule to be honest.

It seems that the plot is thicker than expected. Fisheries replied to my queries ( I started asking about this some years ago with no reply, but this time it only took a few days.)

"To some extent is would depend on the individual estuary systems and where the river systems end and the estuary starts. For example, with regard to the Swan River, the boundary would be the a line drawn between the north and south moles.

 

If you have particular water bodies you are interested in please provide further detail."

Out of curiosity I've asked them about Mandurah and Leschenault, will report back my results.
