Not sure about ratio ... mines a dansforth about 14lb I think with chain the length of the boat, it's heavy to suit a 21ft glass boat...I heard good reports regarding cooper anchors at half the weight...
I agree with Sandgroper, the chain is the most important part. If it's too short you're going to battle keeping the pick in the ground.
As I understand it, the general rule is the length of the boat plus a little for safety. Mine's a 6.3m and I have 8m of chain on the anchor. Whitworths have the following guide "An anchor rode should always include enough chain to ensure a horizontal pull along the bottom. A minimum of ten meters of chain or the boat length (whichever is the lesser) is recommended. An all-chain anchor rode should be used for anchoring in coral reef areas".
I've gone for the middle ground between the boat length and 10m with rope for the remaining - as hard as he might try the elastic bands in my deckie's arms wouldn't lift an all-chain rode

I was surprised when I saw
I was surprised when I saw the size of the 9lb / 4kg delta anchor to suit my 20ft glass tub - but they assured me the next size up was way overkill.

The length and weight (size) of the chain attached to the chain is just as important. The chain is what gives changes the direction of the pull.
