Generally
Generally high tide or Dawn and dusk. To me wind (under 30 knots),swell and moon can be different for each species respectively. The key is try and avoid fishing when there is heaps of weed floating around can make it a waste of time

Good advise
Hi mate, Good advise from Rig. Also i like the fishing almanac ( small yellow book from tackle shop ).
It gives peak times to fish . Not always correct but i find it a good guide, at the least it gives you times to put an effort into your fishing and plan some times to fish during the months. Combine these times with a high or low tide, on sun set or sun rise and your in for a good chance.
Cheers Grant
