Not sure Street
Not sure Street, will have to check up on this one for you. I know the year before last people were coming in from Cockburn and dropping off their 4 pink snapper and heading out again to catch another bag. Certainly not what you call good fishing practice, but not entirely sure of the legalities of it and what fisheries stance would be.

Personal Bag limits
I think you are pretty safe Street as long as nobody from the first trip are onboard on the second trip. Bag limits are personal not boat related (you catch the fish not the boat). I think we had this debate earlier where you can't legally catch 5 dhuies yourself and then share with your mates on board to max out and use their "unused bag limit" to land more fish. I don;t see anything wrong in the boat being lent to a mate in the arvo (plenty of boats are owned in partnership between two families so I dare say the practice is pretty wide spread.) That's my interpretation, but I have been known to be wrong in the past.
What Adam pointed out regarding dropping your catch onshore and heading out again is blatantly against the rules and the guys who do that sort of thing deserve everything the law can dish out to them. Greed!!!! in its worst form.
Cheers
