Do they think that if they give them fishing boats they will go fishing rather than people smuggling?

I must admit i did question where the liablity would sit if a boat were to be observed, interscepted, and turned around, only to sink shortly thereafter. Where would the duty of care fall? 

I am entirely certain that buying Western Australian crayfishing boats and giving them out for the return trip isnt anything beyond an immediate, poorly thought out solution but if its a long term solution, it may pay to get into the trade!

a 60 foot cray boat to cruise around Indonesia in would be great if the fuel is paid for on the trip north!
