Was your bill high before? I
Was your bill high before? I know they were running estimated bills for some things for a while. They might of done a check and found you were in front.
Definitely worth checking. They will absolutely bill you if you are behind.
Does anyone know where the love of god goes, when the waves turn the minutes to hours?

Turn on a tap and go and see
Turn on a tap and go and see tha meter is spinning and the numbers are moving. That will tell you if it's broken or not.

Call Water Corp
My business is commercial (building) water efficiency. Not sure about domestic situation, but would assume it's the same:
1. Turn a tap on and see if the meter is ticking over. Even better, read your meter, fill a bucket a few times eg. 50 litres, check meter shows correct increase
2. If meter is incorrect, it is best to call Water Corp. I'm not sure of exact formula they use, but they'll charge you using some kind of average calculation and will replace the meter.
We've found incorrect meters a number of times. We advise our clients to tell the Water Corp. They're good about it and they've always had a water bill that would be smaller than normal.
Just remember, you're in a supply agreement/contract with the Water Corp. In any kind of agreement, there's always an onus to limit loss or damages to the other party.
Pretty hard to get somehting for nothing these days.
