Gas Plumbers - a question as I dont want to be ripped off

Just had a reno at home, lifted a deck to make the front door look better. The problem is that we have to get plumbing and Gas to the house lifted aswell.
Old deck had 13mm gas piping, but the plumber claim that new regulations state it has to be 20mm. So he has to change that and with that the price has rocketted.
Googled this and couldnt find anything on regs so was hoping someone on here is/knows of a gas fitter that can give me a heads up.

Pipe sizing totally depends
Pipe sizing totally depends on the gas consumption (megajule rating) of your gas appliances. Also the length of the piping system needs to be considered as well. But if it was originally in 13mm and everything was working fine, then without counting your megajule rating and measuring it up I'd say it would be fine to stay as 13mm.
I'm a licensed gas fitter by the way.
