Heads up if your launching at hillarys

 You can no longer take the first left after the roundabout, you need to go down and turn left at the marine and harbor building, it was a real cluster...k this morning, most boats taking the first left and having to circle back through the car parks where there was a meeting for mustangs, don’t know the reason for the change.

Its all about not congesting the roundabout during peak times.

The idea is to give a much longer cue line for launching.

it hasnt been implemented untill now to turn after the building although that was always the intention.

I think firstly they were getting us used to not using the main roundabout.

That's a positive first step i.e. DoT are admitting queing is a problem

Three new floating jetties double the length of the existing ones will hold 2x the number of boats and significantly reduce queues at Hillarys as will marking the trailer bays better.

 How many bays are there for car & trailer as the fisherise building took a few I think originaly it was 490 ,may be more .but as many know,when it is a weekend some car/trailer bays are taken by people who are going to the beach so a boaty turns up,buys his ticket launches the boat goes to park but too late all the bays are full 98% cars/trailer but some cars only,The joondalup shire with the request of the Harbour master did send inspectors down to govern the 12.00 parking for cars but on a nice summer weekend with eatserlies & other commitments some trailer boateis do not get down there until after 12.00 no bays left i have also noticed that these insectors are very diligent in checking the car/tailer parked for tickets or passes  but not so muh the cars parked up before 12.00

Now that the boat ramp area is restricted to a single access point then turning away vehicles without trailers before 12pm will be the most effective way of dealing with this issue with a VMB on quiet days and having a traffic controller manning the entry point on weekend during the peak times of the year when the weather is going to be good. I think I'll get in contact with DoT and the local MLA and force the issue one this.

its to stop queuing and make it safer , so now they all queue up through the car park!! Nearly bowled over a couple of kids yesterday, mum was a 100 meters away, so it’s not just boats going thru there, it’s everyone who wants to park once the top car park is full.

Good Afternoon DoT and Caitlin
 
I would like to commend the DoT on trying something different to deal with the ever increasing queues at Hillarys Marina boat ramp however these measures still do not tackle the cause of a lot of the unnecessary queuing. I’ve been launching predominantly from Hillarys since 2015 throughout the years and my observations are that the queuing is exasperated by:
 
• The outdated ramp jetties were resurfaced recently however they are approximately 12m shorter than the floating jetties at Ocean Reef Marina or Woodman Point and don’t even have cleats to tie a boat to. The longer jetties allow at least 4-5 boats to tie up (compared to 2-3 at Hillarys) which get people in the water a lot quicker and allows them to tie up and get out of the boat to their car to retrieve their boat a lot quicker.
 
• Single vehicles illegally parking in the trailer bays before 12pm is a major problem on really busy days because a single vehicle takes up an entire trailer bay and there’s been times when I have had to do laps of the carpark for up to 15 minutes to find a bay after launching my boat which holds up the boat ramp significantly. I’ve even had to drive back around and just pull my boat back out of the water after paying the parking fee due to no parking spots available.
 
Going forward I would like to see where Hillarys boat ramp sits on the schedule for an upgrade to the existing jetties to make the facilities safer for boaties and to speed up the launch and retrieve process hence reducing the queuing. In the interim I’d also like to see some tie off cleats installed on the jetties to allow a quick and simple tie off.
 
Now that the boat ramp area is restricted to a single access point then turning away vehicles without trailers before 12pm will be an effective way of dealing with the parking issue. This could be achieved with a VMB at the entry point on quiet days and having a traffic controller manning the entry point on weekend during the peak times of the year when the weather is going to be good. Clearly marking the bays to inform motorists that they are for cars with trailer only before 12pm would also be a positive step to clearing those bays out of single vehicles. I understand that there is a very small number of single bays within this area however I believe that alternative parking can be found for those vehicles before 12pm and this area should be closed to single vehicles before 12pm.
 
It is important to note that the boat ramps at Hillarys are a ‘user pays’ facility unlike other DoT ramps that I have used including Woodman Point, Busselton, Jurien Bay, Denham so I believe it’s time for some of those user pays funds to be reinvested for the direct benefit of those that pay the fees before we take into consideration the State Govt’s enormous budget surplus.
 
Thank you for your time and I look forwards to hearing back from you regard the upgrading of the boat ramp jetties and plans to restrict access for single vehicles in the trailer parking bays before 12pm.

 Cars driving through the boat ramp area is also a problem. Had a guy in a car only get mad at me because I was waiting for a launch bay to open. He didnt like having to wait to drive thriugh the ramp area !@$#

Response from DoT below and a positive if they do use VMBs to inform cars about the parking arrangements:

Thank you for your feedback on the changes to access at Hillarys Boat Harbour.

 As you note, the jetties were upgraded last year and currently, there are no immediate plans on the Asset Renewals List for a further upgrade of the Hillarys Boat Ramps.  Should increasing the length of the jetties become a priority, you will appreciate it will require detailed planning to meet design requirements in addition to considering the limited fairway space in the immediate proximity to the existing jetties.  We do appreciate the point you make about increasing the turnaround time for launch and retrieval with longer jetties.
 
With regard to the parking by the general public before 12pm, this is monitored by the City of Joondalup.  We hope the distinction of the two areas will become more intuitive for visitors, separating boat trailers and vehicles and consequently reduce parking in trailer bays before 12pm.  We will be using VMS signage also to assist with informing visitors.  
 
We appreciate you taking the time to make comment on the matters discussed.
 
 
I also heard back from a staffer of the local MLA Caitlin Collins who informed me they've referred the query to the Transport Minister Rita Saffioti. I fully expect some generic response that doesn't really answer my query.

 Powerboat Unc. Yes they have been on a memebrship drive since a whole lot of shit went down last year. It's a pretty good club and the food is better than a lot of clubs I've been to. Pinky's Bar is a good spot for a burger and a beer on a nice afternoon too.
