That is quite clearly an illegal herb. Now that the fish have been exposed to it you must dispose of them and the herb as soon as possible before the police arrive. I happen do have an organic matter digester available that can perform this job if you forward them to me. No questions asked.

It could be 'sea grass' or 'sea weed'. Looks like the upside down one was really on it!
