Usually you would look for NW winds in a storm for perth groyne fishing but even a small storm with different winds can stir things up a bit. Beaches like challenger pretty much always have fish travelling through them so are always worth a crack. The short answer is, the only way your going to know if anything is out there is to give it a go & see what turns up. Sorry I can't be more helpfull.

Yes, combo is rod & reel. You
Yes, combo is rod & reel.
You can target anything down at challenger, I've seen everything from whiting to sharks caught there & pretty much everything in between. Targeting bait (herring & gardies) is simple enough, just berley up, cast out a baitchaser rig & slowly retrieve it. You can sweeten the baitchaser by using tiny bits of prawn or mulie on the hooks but they will still catch plenty of fish if you don't do that. Flicking 10g slices is another fun way to target herring & both species are partial to tiny baits on small hooks presented under a berley blob float.
Tailor & many other species will fall to a standard paternoster rig baited with a mulie on a gang of 4/0's. Alternatively you can target tarwhine, larger whiting etc by using 2 droppers on the paternoster & using bits of peeled prawn, squid, occy or whatever as bait. A standard running sinker rig will work as well if that's your preference.
If you have heavy gear you could send out a live tailor or herring in hopes of a mulloway. The rig is just a sinker running on the mainline down to a swivel & then 70-100cm of 50-60lb flouro (or mono) with a single 6/0-10/0 circle hook. I like to pin livies with a single hook in the shoulder but others prefer to rig livies different way or perhaps with two hooks, do what you think will suit you best. If you can't get a livie you can use the same rig but with two 6/0 circles snelled together & use whole fresh squid as bait.

Yes poppers are effective, IF
Yes poppers are effective, IF you use them in the right places & of course choose the right size for the fish your targeting. Poppers usually work best around reef with some wash around it or over gutters that have wash over them. On a beach with no holes, reef or gutters they are pretty well useless, mostly because there won't be many fish on a featureless beach.
Bonito are unlikely but anything is possible. If you want to target bonito I suggest flinging metal slices off north mole early in the morning. You need to be able to cast a good distance so make sure you have the outfit to do that.
I don't fish the pipes personally because there's almost always someone fishing there & I'm allergic to fishing near strangers, most of them don't have a clue how to cast accurately & I'm there to fish, not untangle lines.
