I think like everyone else I've watched the various bit of footage about 500 times by now including watching it live.
The first fin you see is the Dorsal, shorter/wider/stiffer. The second fin (the one you think is 'floppy') is the caudal (tail) fin, longer/thinner/less rigid.
Might change you mind if you watch the slo-mo replay which clearly shows this.
GillyL's pic comparison shows a lot. Not sure how many Manta Rays have fins that shape?

on here especially Poddyfish will remember in the 80's I was a semi-pro (ie got given flash gear rather than cash) when a GW chased me for 1!km off Leighton onto the beach. In those days no Mobile phones and Gopro but it bit the board I was testing on the shore witnessed by other windsurfer -- But not me!! I was running and half way to Melbourne!!!
I have never entered the water in any GW country ever since - No scuba, no swimming, NO windsurfing. Have no problems with places at all where there is no GWs and shark dive in places around the world where there's tigers etc.
Mick and Willo's will have way bigger Kahoonas than me to enter "that" water again, Jeffries Bay even though it has an amazing wave. Blown away seeing that and have some personal feelings about it.
