Parking ticket last Saturday

Hi Guys

Like heaps of you I took advantage of last Saturdays weather and launched at
Ocean Reef at 9.30am.
After I launched I tried to find a car parking spot but it was all full, so
I bought a ticket and parked on an island in the car park.
The car and trailer did not block traffic or any footpath but when I returned
I had a ticket on the windscreen.( For not parking in a marked parking bay)
I'm sure heaps of tickets have been issued for the same scenario ,he anyone
challenged this fine and been successful ??

 You could try and go through my profile and track my post from the new year. Exactly the same scenario except it was the day after boxing day, I recon they got 60+ people, plus their launch fees. I challenged it and was ultimately told tough luck. Apparently when I got to the parking area (after waiting patiently at the ramp with a ton of other boats all lined up) I should have seen there were no bays and gone back and retrieved my boat and gone elsewhere.

Absolutely NO common sense in this one as it would cause complete chaos at the ramp. I did try and take it to the local member of parliament but he was fortunate enough to be enjoying a long xmas break. Long story short I ahd to pay it and move on.

And whilst I agree with the majority on the other ocean reef parking thread, i firmly believe this is a scenario where the rec fisho gets put on the spit and told to suck it up.

 I’ve had a good look on google streetview and it appears that the OR Marina surrounding residential streets don’t have on road parking restrictions with Lexcen Park allowing verge parking and having 850m of parking around its’ perimeter. It’s an 850m walk back to the ramp but if it’s the only place you can park without getting a fine then what choice do you have besides retrieving your boat and heading back home again?

I'm interested to see what Randall, Zoom and Subaquatic think about launching your boat only find that you have nowhere to park your car and trailer and having to retrieve it back out straight away and head home as surely based on their previous arguements they would advocate that we still purchase a $9.50 'launching fee' regardless of time spent in the water.

Do you think those who can't find a bay before purchasing a ticket and decide to retrieve without heading out should buy a ticket before they head back home?

I launch my boat, park my car, and buy a ticket.

IF I launch my boat, try to park, cant park, reload my boat and go home, and HAD already purchased a ticket, I would expect a refund. (on rare occasions, a mate purchases the ticket whilst Im launching)

Let me make it simple for you....

If you can't successfully launch your boat and go fishing/diving/skiing/whale watching, I don't think you should have to pay the LAUNCHING fee.

I buy a yearly pass these days so not sure how I can help, Frosty. The only time I have been to Hillarys and the trailer parking was full at 7:30am I spoke to one of the parking officers and she advised me to put the car and trailer in the top car park no problems. Getting it out of the top car park when that was also full was more of a challenge! ha ha.

Since then, I either hit the ramp at sparrows on weekends predicted to have good weather or night fish instead. Anyone that has been in that situation would know it is bedlam and best avoided.

 If you launch that often buy a seasons pass, problem solved.In terms of getting a space either wait a bit or get your lazy ass outta bed earlier on those good dayz. Parking on curbs, blind spots etc  becomes a hazard when some folks dont use common sense....hence the parking only in bays is enforced.. ??

Sounds like an absolute joke. Id be fuming.   Youve payed your launching fee there should be a spot for you to park as said above. Turning around and going home should never happen especially after all the money the boating community pumps into the economy.

Do you have to drive around and look for a spot before you launch? then hope its still free by the time you get back.

What would you do when the carparks full at 5.00am reprobait? not having a dig just seems like absolute madness.

 i got booked by a rocky ranger when i was parked at  kwinana beach (not rocky rangers council area) i took council to task over it and was told "  the ranger she is new to the job" ok what about all the photos she took of my car and me , , they have been deleted from her camera (initialy she denied takng any pics )  , eventualy i got an apoligee and told she would be retrained (bloody more expence to rocky rate payers )

problem is councils give these failed police applicants (rangers) a little  bit of power and it goes to their head

Kwinana council don't seem to give a fat rats clacker, just have a look down there any morning, it's like a caravan park. Given a hand full of them are homeless and there old beaten up coasters is what they call home, but there's been caravans, with the annex out, deck chairs. Nobody is moving them on.

I don't think we'll ever get all fees repealed.

I've already been in email communication with the CoJ for a fortnight to determine that it is indeed a parking fee and let's just say they are imcompetent to say the last as they provided me with two completely different answers once I queried whether it is a parking or a launching fee based on their info provided. I have now asked for copies of the relevent local laws, policies and/or management business practices regarding the fees at OR Marina and haven't received a response so I have followed up with them and now cc'd the Ward councillors. I'll post these up at a later date once I have all the info I need.

There are two ways that this should really fall. If it's a launching fee then we should approach our local MLA and Rob Johnston regarding the disparity between OR and other marinas like Woodies. If it's a parking fee (which it is) then we should put pressure on the CoJ as it should be subject to the same fee structure as the Joondalup town centre where they have paid parking.

At first it is best to try to effect change through the right channels and failing that a campaign of civil disobedience whereby we try to get as many users of the facilities as possible to handover their daily parking ticket will begin to send a message.

What will likely fail the process is the fact that people are so used to this that they don't see that they are being royally shafted NoR.
