Options are limited without a 4wd or boat. Leaves sealanes jetty and alongside finny ramp as 2 of the main landbased spots.

I lived there for 3 yrs and did loads of land based fishing,

try these (dont need a 4x4)

6 mile creek: low tide, walk accros to the rock bar and fish the hole. Barra (summer only), Salmon, Jacks, Bream, sharks

finucane island: various spots from the boat ramp back toward hedland. Salmon, Bream, Javelins, and more of the usual stuff. If your really game walk out at low tide and fish the holes.

Also try a spot just as you cross the rail tracks about 50 metres further on there are some pipes running under the road, park right there and fish the outgoing tide - will get queenies, bream etc.

Broken Bottle Creek: head out to fini its on the harbour side a few km from the turn where you cross the rail line to head out to the island boat ramp. Check google earth and look for the tracks. Can get in easy with a 2 wheel drive but walk the tracks first if your are unsure. Watch for king tides - can get caught out! Anyway great spot. use live bait and nail a barra / jack. good for crabbing at low tide.

Rock of Ages: down near the old detention centre in cook point. Can only fish high tide. Have got mackies there, also good GT;s, bream, sharks. Walk out at low tide and retrieve your lost rigs. A great spot.

Spoil Bank: if you can be bothered walking out can get sharks, queenies, salmon and apparently barra

Red Bank Creek: sharks, javelins, even got a northern mulloway once. Really bad for sand flies though

pretty pool: very fished out but always the possibility of a jack or decent bream. Also throw the crab nets in you may be lucky.

In general it really is hit and miss, sometimes any of these spots fire up, and other times not a touch all day. Fish either side of the tides. Don;t be put off by shallow water when the tides are coming in, just because its shallow don't mean nothing is there. Use live bait is the most productive. Get a throw net and catch your own bait. If not mulies work as do prawns and squid. Lures can be on / off too.

Your best bet would be to get a 4x4 and a tinny. gives you many more options.

broken bottle creek can be

broken bottle creek can be difficult to get to now they have put in a new haul road to utah point, still possible though just have to watch out as they often rebuild the massive windrow on the side of the road

six mile would be the pick of the bunch, sill heaps of threadies around and yes the odd barra on that rock bar you talked about

spoil bank is good fun with plackies on the outgoing tide

If he wants serios pilbara GT's then it is pretty hard to target them here, however there a shit loads of brassies around

there are quite a few ways but this way works and is easy to learn. Don't worry if it takes a while to get the hang of it, definitely not the easiest thing to pick up but very rewarding when it works.

use your cast net in sand / mud areas only, definitely don't use around rocks as your net will end up full of holes. Wade around in the shallows at creeks and you will see the fish, try not to spook them. sometimes just stand on the bank of the creek and wait for a school of bait fish to pass by, Mullet are plentiful as are whiting in most of the creeks / beaches around town.
