High poressure water jet
Might not get them all of, in that case you are going to have to use a flat scraper and elbow grease.

These can be removed with a high pressure cleaner but best to get one of the boat lifters to do it. Standard petrol pressure cleaners have no where near enough power.

This might seem like a random suggestion
would steam help get this off?
that way at least you are not damaging the hull itself. I know steamers were used to remove the lovely hi vis mining vehicle tape, as well as wallpaper of course.

Expensive Lesson
I think your mate is just about to learn an expensive lesson.
Even with a high pressure cleaner (10k psi) the base of the barnicles will pull off some of the gelcoat. A couple hundred $$ of anti foul paint could have saved this from happening.
