Looks like previous owner took to this thing with a paint brush and a tin of paint. I want to strip it back to aluminium.
Any tips?

Buy them from Bunnings, like a wire brush but much gentler with a weird blue fibre material - works brilliantly without damaging the ally

i brought a heat gun with electronic temp setting , bosch

can set the temp between 50 and 630 deg might do the trick ?
other than that paint stripper , metho ect but would take alot of elbow grease
btw cost was around $130 for the heat gun from bunnings

Why don't you just get it blasted? Water or soda ash blasting isn't that dear.
