I can't help you much with
I can't help you much with the rigs side but lure wise you can't go past a ecogear sx40, zipbait tiny and 2' SnapBack grubs. Rod and reel wise a 2-4kg rated rod is light enough for bream but it will also handle anything bigger that comes along. 6lb braid/mono and a similar rated flurocarbon leader ( if using braid) spooled onto a 1000-2500 size reel is all you need. Hope this helps

On the rig side of things use
On the rig side of things use the smallest ball sinker you can find and run it straight down to a 2/0 size baitholder, the sharper the better preferably a Gamakatsu or similar. If running braid then i use a 6-8lb mono leader joined straight to the braid and try to avoid using swivels. If you can get away without using a sinker then thats even better.

Rod And Reel - depending on how much money you have/spend
At BCF atm they have sienna 2500 on shimano sonic pro graphite rods for 80 bucks
or Shimano Sahara combos for 160 both very good combos
and ample power to get good bream - i cant see much point in getting a really expensive reel when they dont get punished by big fish.
Also use Finns braid as a cheapish option or Sunline Super Pe in 6lb or 4lb
6lb or 8lb Flourocarbon is also necessary.
Rigs: swivel------------------(20cm of line) Number 2 bean sinker - ----- swivel---------------------(40-50cm of line)------- Hook
Hook: I fished bait all this year and found a 1/0 mustad long shank baitholder really effective especially when wanted to release fish. I used river prawns as bait
This hook seems huge but is really effective me and my mates tried circle hooks - shiners - gamas and these hooks proved best.
Hope this helps

Good point there duffman, quality braid is a must. I run fins and have had no problems and have heard great things about sunline.

personally
i think the sienna combo is adequate
ive landed many bream on my sienna and also a 43cm bream
and they dont come, regularly, too much bigger than that
and it handled it fine
and its a bargain as usually the sienna reel alone is 70 bucks
