Having two eyes on one side suggests its some sort of flat bottom fish like a flounder, but the fins definitely dont looks like a flatfish (they look like the fins of a fish that swims vertically to me). The mouth does look like a beak too. Is it like that or just the angle/light?
Considering the fins dont look like a what you'd expect on a bottom hugging fish (like the eyes would suggest), perhaps its just mutated? Otherwise I can imagine it laying on the seafloor like some sort of angler fish :p. Pretty big for a such a highly mutated fish though, so perhaps thats what that species looks like? Will be very interesting to see if anyone knows what it is.

Not so convinced the original pic is photoshopped, but theres a few techniques to check it if they havent been careful (e.g. matching the grain). Its clear the second eye isnt just a cut and paste of the other eye though, so was it either taken from another photo or made from scratch or heavily modified from the other one?
So do parrotfish ;) There is still probably a high likelihood it is a photoshop though, just wonder if it definitely is (there are some weird fish out there). The more I look at it the more photoshopped it looks though. If someone could identify the body fish it would give a pretty definitive answer I think. I have a seafishes of southern australia at home, so i'll look in that and see what I find. Or someone with a login check the original site to see if any shenanigans admitted to.
If theres something with that distinctive 'bump' on the belly then that would identify it, but if theres nothing at all with that bump, then it could be a number of different 'base fish' though. Def not blue groper eyes, so the eyes would have to be from another fish (as opposed to duplicated) even if the base fish is a blue groper.
