After intense discussions I received a letter from the fisheries minister that he will support a change in regulations excluding fish frames from the 20KG fillet limit. Good news in reducing waste.

Thinking out load:
If on an extended fishing trip, you could fillet well off the bone for a nice single fillet 30 cm long, keep and fillet every fish within the daily limit until you hit 20kg of fillets, ending up with a big kg of meat on the flames.
Not sure this is a good idea if I'm correct.

Heads, frames and wings should all be excluded from 20KG limit to stop waste of the valuable food source. Reading from the letter I got Devo, frames must have the fillet fully removed to comply. It is something we discussed at length to stop people cheating.

I guess he means people could leave reasonable size slabs of flesh on the frames if and when this comes into being.

I still dont understand? The heads tails and fins have never been part of the 20kg possession limit so Im kind of lost on whats changing?
A frame with the fillet still on is classed as a trunk and not a fillet til its removed.
Can someone explain to me whos cheating and how-maybe by PM so I dont look stupid when its explained to me

I think that the Fisheries
I think that the Fisheries would be operating under the "possession limit of either whole or pieces" mentioned in the guide. A bit crazy as it goes on to speak about fillets then whole trunk but the fact that it mentions pieces covers any parts of the fish. Anyway it will be good to see a change as fresh wings and frames are awesome!

When i was on my fishing
When i was on my fishing trip to Carnarvon this year we asked about the wings /head/frames and were told by a fisheries officer that frames/wings were part of the possession limit but heads were not.He also told us that if we left the wings on the head it would be still be ok.Didnt want to take the risk of getting stopped on way home by another officer with a different view so just included some in our possession limit.

I don't trust
I don't trust anything a fisheries officer say's in relation to a question on the current rules. Different officers will give totaly different answers.
One of my favorite things to do at the boat ramp is ask them about some of these conflicting rules, the variety of answers i get are mind boggling. lol

Definition of a fillet
From the current fishing guide
"Fillet means any particular piece of a finfish, other than a whole fish, fish trunk,head, tail or fin. Trunk means a fish that has head its head and tail removed."
So from that wings and frames are included, and thats the way it was explained to me.
The possession limit explaination still says whole fish or pieces, so that does include wings and frames
What did change a while back is that the frame stopped counting as another part of a fish when the rule counted a piece of a fish, in the same way as a fillet counted as a piece of a fish. When filleting at sea or overnight at an island two fillets counted as a whole fish. So filleting and keeping the frame turned one fish into 3 "halves" of a fish.
Keeping two fish fillets and frames suddenly by the law turned into 6 pieces equalling 3 whole fish????

New Possession Rules to Benefit Recreational Fishers
If you head out on the water and lucky enough to get a good feed of fish and have reached your 20kg possession limit, new possession rules now exclude fish wings, back bones and frames from your 20kg. Fisheries Minister Ken Baston made the announcement today in direct response to issues raised by the community.
Recreational fishers utilise all parts of the fish for numerous purposes and the change to the possession rules will help fishermen maximise their catch and increase their reward for effort. If rec fishers bring their frames to shore it increases the chances of the frames being submitted to the Department of Fisheries to improve knowledge of fish stocks in WA.
This is another positive decision from government that benefits all recreational fishers and a good sign the wider fishing community’s views are being valued.
