Natural selection
Natural selection. Only things that have an incentive to avoid painful/deadly things will live long enough to reproduce and pass on those pain avoiding genes. So of course they have pain receptors. But the sensation of being in pain has more to do with consciousness and memory, which fish are no where near the level as humans.

Fish do feel pain
just one example I have on film above the Batavia shipwreck watching a Baldy v Buff Bream fighting, Baldy lost and had his arse bitten off, he was in pain and kept looking back for damage, shaking an shit, he was hurt badly and knew it. Don't just think fish are stupid, brain dead, with no memory and no pain receptors, I reckon they are quite smart, have good memories and are totally aware of what is going on. Most have been around longer then Humans and will be long after we die out.
This is not an anti fishing post, I kill heaps of them for food including the 28 crabs this week

I am sure they do
feel pain and we have methods to minimise trauma and then enjoy a feed. What about when they are attacked by another fish,shark or other? we dont tell them that its causing pain on another and to bugger off and chew some weed. Why? because its natural, and we all need to eat. All the plantlife we eat is fed from other decomposed plantlife ,animal life, Carbon so it just seem s to come dowm to a conscience call on what end of the cycle you prefer to eat.
Anyone thought about the billions of live cultures in yogurt? poor fellas!
