Anyone else fined at ocean reef today??
Hey fellas,
So decided to head to ocean reef this morning along with 1000 other fellas. It was a bit of a family affair so launched around 7:30... Ofcourse no parking bays left so I did what about 50-60 others did and found a kerb out of the way to park the ute and trailer... Quickly running back to the boat in a massive line up.
Anyway, get back in the arvo to find that I, along with everyone else has been issued with a $60 fine for failing to park within a designated bay!!... There weren't any!!
Am I the only one who thinks this is taking the piss???
interested to hear of anyone has successfully appealed a fine (we did pay for a ticket and had it displayed too)
Ruined a good morning as we managed to boat out first legal dhu today.

I would fight it...
...if they (the shire?) can't provide enough parking it's a bit unreasonable to slug people...especially if they're charging to use the ramp in the first place.
What else are you supposed to do? Go to Hilary's? Mindarie? We've all heard (and experienced) about increasing traffic in the metro area...why add to it?

Totally agree that it is a shit result that there are not enough bays and a ticket was purchased and still received a fine...
Hillaries today had multiple car/trailer bays taken up by the car only brigade...
A bit rich you pay to launch your boat/ park your trailer only to find cars where you would expect to park your trailer. Reckon they would be more than happy to fine you in that situation as well.
Dedicate bays during the day or don't charge to park.. Its not good enough.

Paying to park
unfortunately the fee you pay is a launching fee not a parking fee, I had the same conversation with dept of transport re paying and not being able to get a parking spot and they said it is a launch fee. Any car that is parked in a trailer bay without a trailer on prior to mid day at hillaries does get fined.
My spots are so secret even the fish don't know about them !

It really was a dissapointment, despite all the traffic people were still amicable and polite. Everyone happy to have a chat in the line to launch and appart from one boat all played nice whilst retrieving... Even the jet skis.

I saw the ticket inspector
I saw the ticket inspector giving a car with an acrod sticker (and trailer attached) a ticket at ocean reef for parking on the keen at the bottom. Where is he suppose to park? Can't expect an acrod to use the stairs from the car car park. Couldn't believe it.

Which is highly annoying if you want to do it with coins as most are rejected!, and then parked where they could.
Seems most of them did get fined!
The facilities are clearly inadequate and we need a proper marina with more and better positioned launch ramps!
This current facility has been like this since the very early 1980ish without any improvements!

The parking inspector is employed by the city/shire to do a job in accordance with his job duty statement, he hasn't got any option.
Yes I'd be mighty pissed off if I coped a fine when my clear intention was to comply with the parking requirements, I brought a ticket didn't I.
If the shire/city has not refunded the money you paid it for parking, and has then fined you then IMO the shire/ is taking money for a service they have not provided.
Unless you have parked in an area which is "clearly" marked prohibiting the parking of vehicles/trailers in such area.
How can they keep your parking fee and fine you.
I agree with you being "miffed" but focus on those responsible for the situation.

I see what you're saying, but as has been raised in previous threads about other subjects (crayfishing regs), common sense must surely take precedence where the rules/regs are unclear... I read the sign, there was no mention of parking on the kerb and there certainly isn't any no parking signs where my car and trailer were.
If people keep accepting ludicrous interpretations of 'regs/laws' despite the clear intention of nothing but revenue raising then we all better get used to putting our hands in our pocket despite doing the right thing.

regardless they're still bottom feeders in my book. I wouldn't be suprised if they get a commission to incentivise them to book as many as possible. The city/shire are responsible for spending the revenue which is a seperate issue to arsehole parking inspectors.

when every thing is full, whats the problem?? all the ones I saw were out of the way, revenue raising that's all, theres not much returned to that area to improve it either

I don't understand how the council cannot provide enough parking bays and then fine you when your not parked in the marked bays because it's full.
If we get enough people fighting the fine together we may get off it??

The Council needs to be
The Council needs to be proactive and provide temporary overflow parking during peak times. Will be a lot safer, will allow them to restrict certain areas where smashing retic etc is an issue and will allow us to get out on the water with our mates and family.
Don't pick on the Ranger though, he would have been specifically told to go down there with a zero tolerance approach by his Supervisor. The anger needs to be directed to the hierarchy at the CoJ but in a constructive manner.
For starters Troy Pickard needs to be provided a link to this thread to look at everyone's concerns and provide some direction going forward.

Just go and stick a stick in each machine every Friday night or Saturday morning so no one can pay for the whole day and the council might get the message once they start missing out on a hundreds of vehicles not being able to pay for the whole weekend.

We are the shires employers, we pay their wages with our taxes, we should have a say, it's just total money grabbing. On a Sunday after Xmas we should be able park wherever we can. In Busso yesterday people were parked all over the place, no tickets issued as far as I know, no launch fee either.......

My son is a shire ranger in a very popular coastal town. In my humble opinion, he is one of the nicest guys you would care to meet. However, he is employed by the city to do a job, as set out in the local by-laws etc. If he turned a blind eye he would be in jeopardy of losing the job that he loves.
I have copped a $50 fine for being $2 short in the ticket machine at Leeuwin. Went out for 4 hours and didn't notice that the machine accepted $10 in $2 coins but the last coin was rejected. The ranger said "sorry, but I have no authority to use my discression." I appealed to the East Freo council and was let off, but also copped a written lecture.

Depends where you parked
I looked at all the cars/trailers fined on Saturday, and they were all in the confines of the main parking area or around the ramps. There are a lot of no parking signs there.
By contrast, all the cars/trailers on the access road, or on the large road reserve on Ocean Reef road were not fined...there are no "no parking" signs there.
Just saying.....

Had a good look after retrieving the boat and there weren't any where I was.. Or around any of the kerbs.. Certainly plenty down near the ramp though which is understandable...
Even still. I don't understand how the cars within the confines of the parking area were more of a safety risk/obstruction than any others parked around the place...

Some time ago I raised the issue of parking at the Hillary's marina and that a great many cars only were parked in clearly designated car& trailer parking.Finaly the Harbour master agreed and got the Shity of Goondalup to send the traffic parking inspectors out.The contract enterd at the time I spoke with the H/master was four hours weekends,on going down the H/marina on several Sat/Sundays and observing these parking inspectors conduct thier duties?By my reconing four hours is from 0800am until the free car parking at 1200Noon but these worthy employes would turn up for the job at anything form 0855 /0945 and leave at 1055 /1125am hardly four hours work me thinks.I sugested the No cars without trailer be from 1400hours.But, the comercial bussiness may miss out on money.Yes,the D of Transport & harbour master did open the large parking area East of the ramps but of course it is closer to park in the designated car/trailer one.
The fact is ,the Hillarys Marina was built in the early 1980s for the trailer boat owners north of Fremantle,Yes,I know we also have Two Rocks,Mindarrie and Ocean Reef but none of these have the comercial aspect of shops attatched,There are 2000 bays for the shopping precent and 240 car /trailer bays.The reason the shity of goondalup are not kean on finning the people who frequent the comercial shops is they make money from them.
Have any one of the above members seen all the new boat pens,these are not for the trailer boat person only those with money who can P155 in someones pocket.What has the Harbour Master done with all the money made from boat owners who pay to launch and park.He has not spent a great deal on the launching ramps?
I feel very sorry for anyone at Ocean Reef who,in trying to go about a hobby/sport that gets fined.but that one was built by the city of J,why do you think the same shire and its collective councilers are so kean to have a simalur maria built at Ocean Reef,Money,they know it will bring in lots of rates,they do not give a flying F for the trailer boating public,fine if you need a pen,good,you may get one,but do not think there is going to be a lot of parking for cars /trailer's.
In 1984/85 there were a registerd 55,000 trailer boats in WA,a great many in Perth How many are there now?The only way is too contact the local minister Jacobs and ask him what he thinks,I will not bother trying to get members of this site interested as I realise that many,simply do not care.How many Marinas are there were pedistrans and bike riders, and people driving cars through what is a trafficable area with boats being reversed,trailers being parked,how long befor a child is run over or some one on a push bike.How long befor the leg on a outboard is damaged by a car.It is about time that the greedy SOB's with only money in their eyes stop fools from combining shops with people trying to enjoy a day on the water.

So I appealed this fine on the grounds of no parking spaces, no so signs where I was parked, etc...
To sum up the response, CoJ is aware there is limited parking spaces but this doesn't allow you to park anywhere other than the bays... So basically, once the bays are full turn around and go home. Or if you've launched your boat, retrieve it and then go home. Completely rediculous and nothing more than revenue raising!!!
Common sense well and truley out the window!!!

what a disgrace, that small 1 week period of the year they could have just let everyone have a fair go, none of the cars/trailers were parked in a prohibitive manner that I saw. as you say, they're just out after a quick buck and achieved leaving a sour taste in everyone's mouth at the end of the day.
