The spring ones are "traps", the pipes are not traps. Unless they changed the rules when the trigger traps were exempted pipe ones were legal and didnt even need an ID like crab nets.
i made pvc traps just prior to x-mas. Only lasted a week before someone helped themselves. When i quizzed fisheries officers about their legality a week later they said they were fine.
Not hard to make, its as simple as cement in the bottom of 100mm PVC. Make sure they have a bit of weight so they dont rock around with swell as it might deter the occys.
I've had the most success in 3-5m of water right on the edge of the weed where is meets a sand patch. Around moorings seems to work well where the chain drags makes a good sand patch. Makes them easy to find too. Just don't interfere with the mooring or piss off the owner when checking the trap. If there are already traps there I just move on and find another spot. There are plenty of spots to go around.
ive stumbled across a nice set on weed/sand flats, no bouys or markers, just set so that they are on a big line of rope along the bottom. I preseume the owner either dives on them and fires a gidgee in them and pulls the occies out or they throw a grapple down and drag em up?
Went out Jetskiing the other day, found some rope floating on the water, pulled it in. It was attached to about 20+ occy traps and another 100m of rope. Eventually call the marine guys and they came and fetched it. I don't know what the law is with regards to the number of pots you can have on one line but that was definately a boat hazard.

Earthenware, plastic and others - metre seems a little long but I suppose it depends upon how much concrete fils the bottom of them
