Anyone know what this is under the water?

I noticed this from an aerial photo and was wondering what the cirles are in the water just out from naval base/alcoa refinery in the cockburn sound, perth?? Is it a natural reef, manmade or just weed?

Result of dredging?
There seems to be a man made channel that runs north to south just to the east of this and makes me think the formation is just a result of dredging. The lines would be a build up of weed around each contour.
Just a guess...but whatever they are are permanent.

Circles
The circles are created when the dredge swings on its spuds [steel pipes on each back corner that can be lifted so it can walk itself along with the help of anchors set wide of the two front corners.]
Picture this---if it has the right rear spud down [left one up] and pulling on the right corner anchor untill it can swing no further, then it drops the left rear spud and lifts the right one , then they pull on the left corner anchor and so on walking itself along as it dredges the bottom.

That could right Carnarvonite, was not the Coburn cement dredge tho that operates on a trailer suction hopper dredge (TSHD) not the spud system,,
This is from 1968-70 ,Dredging of the stirling and calista channels and turning basins and dumping of dredge spoil over a large area about 1 km north west of Alcoa.
One of our fellow kayak fishos is in the dredging game and thats what he said.

I work at cockburn cement
I work at cockburn cement and We do dredge sand around that area on a daily basis. (For the Lime kilns)
Id say its 99% Cockburn.
