Keep in mind, there could be three on board in which case, say two dhuies, three pinkies and a baldy would be legal.

The rules are two demersals each and a boat can only have a maximum of two dhuies. I dont think the rules are very hard to understand (just shifted the numbers and two dhuies per boat). 

Been some conclusions jumped to while i've been on this site, and has worked out that there were other factors (e.g. another person or two boats went out, or it was from a charter, etc).

2 demersal p/p. plus 2 palegic p/p, 12 of what was cat 2 p/p and 30 of low risk p/p, but you are only allowed 1 dhu p/p or max 2 p/boat. pinky size is now 50 cm and no max size on grey banded. easy as . as matt has mentione there may have bee 3 or more on the boat in regards to what you mentioned
