I like to give the fish half a chance so I'd go with 25lb braid loaded onto a 650 spinfisher & even that's pretty heavy for mulloway in most situations if I'm honest about it. Rod wise I like to use good old fashioned fibreglass as it's more forgiving (less likely to break) when throwing out large live baits than a graphite or composite rod. A fibreglass rod about 12ft in the 6-10kg class is ideal if you are going to be throwing around large livies like tailor but there are graphite rods that will do the job if you feel like you need to be part of the trendy crowd.
i use fairly inexpensive penn 850 with 20lb mono and snyderglass 13.5ft rod from the beach. you can get plenty of line on it and not too many snags on the beach so you can aford to let them run a bit.
yeap i have to cheap set ups fin-nor biscayne spinning 60 with 30lb braid whick landed a 41lb mulla check out brag board winter mulloway and a spinn fisher 950 with 700 metres of 50lb braid on a 12ft mako extreme 10-15kg rod. nice rod this combe more or less for sharks
