Rougher the better, doesn't matter what time of day then, but evening always seems to pick up the most. fish the first half of the jetty. Live yellowtail for bait work best as anything dead sitting on the bottom will get picked up by a ray, but in saying that, a pinkie could be a chance also.

Late on the scene
Earlier in winter there were alot of Mullas and Pinks getting caught on a nightly basis.
Certainly alot less fish being caught now. Weathers been too good.
If I were you I'd wait until the next big winter cold front.
The bay has settled down alot in recent weeks and will require a big stir up to bring the fish back in.
There really is no 'best spot' to target them or 'best time'.
Most guys set themselves up along either the 200m before the bend or the 200m after or the end. I've seen them caught off the first landing 100m from shore.
Basically anytime from 4pm into the night.
