You'd be suprised at how little the fines actually are, in WA at least. Some of the operaters here in WA have copped mulitple fines in the past. They are still operating. And most seem to be no more than around $50000. Averaging around $10-20k. They dont get banned even if they are caught muitlple times, just more fines.
BUT they need someone there to catch you in ordered to be fined. Not sure how many people or resources monitor the whole of the Gulf or Carpentaria's fishing, Rec and Pro.
But i personally think he doesnt REALLY intend to do it, more just to drum up attention to his cause.

That, it gives a bit from both sides!!.
The Model they use to select these area's is used all around the world, to what extent we don’t know but the mathematics wiz said its designed to suit both parties. And alone with that you have the scientist from our top universities around Australia saying its proven that reserves create greater size and aggregations of fish.
And with that the main area's of fish for target are in the area's not selected due to the oil and gas sector who helped fund the model. This is from the experts who set the zones so there are other interest's and grounds for more at a later date I believe.
The statement I hear the most out of all of this is that there is no scientific research behind this! this has the universities backing the reserves too some extent.
In the end we all wont a good fisherie for the future.
I feel for the professionals most of all because its there likely hood. the Rottnest trench for instance, how is the trolling for maccies, dolphin fish etc even for take over the small area of time going to affect the fisheries!! this compared with the money it brings in terms of the bigger game fish'o out there chasing bill fish etc for catch and release. I'm sure my thinking for this area is the same for the other area's selected affecting the one's closest to it.
And a fisherie can be sustained and grow with out marine's parks in my book as it does 10min away in cockburn sound and south australia with the snapper closure and bag limits for example.
Just my thoughts after a few beer's.

The science behind MPA's
Saw Landline yesterday and Tony Burke claims he has the science to support his plan for Marine Parks and my reaction is " SHOW US THE SCIENCE". Release all the documents so that they can be peer reviewed to see how accurate they are. They should be available under Freedom of Information legislation just so my sceptism can be allayed. I have a sneeking suspicion the greenies have presented some dodgy science to stop fishing.

The fact
is, "Science" if you like, is everywhere commercial/pro net fishing has been banned the natural stocks seem to increase, just like in the waters off PERTH, Lancelin to Preston Beach in the south, simply "Amazing".
If the Greens were serious about the truth behind all this crap they are going on with, then they should give the green light to have Commercial Netting Banned both offshore and onshore in the prescribed areas they wish to close/lockup for 3 to 5 years, and sit back and watch the stocks recover.
The "Metro" area is a classic example.
We want the same in Geographe Bay.

Different Science squidder.
When Tony Burke brought out his first draft plan for the marine parks he stated that Recreational Fishing was compatable with marine conservation and you would have thought that what he was saying was based on sound scientific evidence but on the next plan that was released there's sanctuary zones in popular rec-fishing spots that weren't there before and it makes a mockery of what he said previously, so what has changed? What are the reasons for him to do a back flip. I think you realise squidder that the gill net shark fishery is managed by the state fisheries Department and Norman Moore has a difference of opinion to you and while he's the minister not a lot is going to change. Maybe the Liberals will get rolled in WA at the next state election and there'll be a change of attitude but I wouldn't bet on it.

The bay is closed to pro netting from port geo to cape nat isnt it, fish stocks are still there

When Jon Ford was fisheries minister he looked like he was going to close off the section of Geo.Bay you mentioned to pro fishing when he closed off metro waters but we stuffed up. One member involved went too political that Jon ford didn't appreciate and some rec-fishers in Bunbury arched up fearing they'd be left to bear the burden of the commercial fishermens efforts around Bunbury and so we didn't end up getting the Recreational Fishing zone we were looking for.Would've been real handy looking back at it.

Geo. Bay for the Future willo
Geo bay for the Future was formed by some local rec-fishers and we were having regular meetings with Jon Ford regarding issues associated with Rec-fishing and commercial fishing in Geo Bay. I was invited to attend as part of the jetty action group but we were getting a lot support from the minister regarding the establishment of a Recreational Fishing Zone in the Bay. We suggested a boundry reaching from Cape Naturaliste out to the Naturaliste Reef And back to the boundry of Busselton and Capel Shires. Jon then came back with a suggestion that a line should be drawn from the cape across to Port Geographe. In the mean time some of the guys over in Bunbury got wind of what was being discussed and felt left out of the negotiations and started opposing it and one of the main members Of Geo Bay for thr future had a sign in his window saying vote Liberal in the up coming state Election. Jon Ford I should have mentioned was Labor and it didn't go down to well. We were so close but these things happen and it's just bite the bullet and continue on lobbying the pollies to try and improve the bay for fishermen hence the artificial reef. No use crying over spilt milk. Just need to be more carefull next time.

Geographe Bay certainly extends much further than the area you made mention of.
