Local sea rescue will have a bin out front you can drop them into.
Ive kept an extra set of expired flares on board and the epirb you can cut up and disable yourself.
Not all Sea Rescue service will accept out of date flares. It would pay to check with them first. Most council rubush/recycle depots will be able to dispose of them, but check first.
Hand them in at your local Dept of Transport Marine section, they can take them off your hands
Most sea rescue groups will take them for use in flare demos.
As for the epirb, take the top off and cut any wires you see, drop the battery off at any recycling place if there is one near you.
